Not specific to manufacturers - pretty much applies to anyone who would use pallets for shipping purposes. What they don't mention, and you'd think they would since they're talking about manufacturing, is if pallets are exempt if they're used to store work-in-process.

I dislike videos because there's usually a lot of "overhead" talking besides the meat of the material. When you read it, you can mentally skim that stuff. You can't when it's a video or audio. But the information is worthwhile, so I'm presenting the link. You only have to listen about 2/3 of the way.
Also, the last two options presented probably require a direct pay permit to accomplish, which is not mentioned in the video.
